Automotive Repair Act Certification Training
Protect your repair facility from BAR scrutiny by enrolling into EduTech’s Automotive Repair Act Certification Training. This is the only training in California that is approved by BAR.

BAR has allowed retraining to be a “factor in mitigation” when investigating a repair facility. Therefore, as a preventative measure, it is strongly recommended that all technicians and service writers enroll into this course to show the BAR that you acknowledge and understand these rules before any investigation ever occurs.

Remedial Training and Attorney General Disciplinary Order
The Bureau of Automotive Repair (BAR) has allowed violating automotive repair dealers to take a remedial training program in lieu of having their information posted on a public website. Additionally, automotive repair dealers are required to take a training course as part of the California Attorney General’s disciplinary order.
This course fulfills both of these requirements.
Created by California attorneys with over 45 years of combined experience in the automotive repair industry, this course is the only course on the market that is taught by instructors who are certified by the BAR.

While here, he launched the service drive audit program to reduce liability in the service department and has personally reviewed hundreds of repair orders for compliance under the Automotive Repair Act. He also served on the board of directors of the California Automotive Business Coalition. He now bridges his knowledge and expertise of the dealership space to help dealers with their data protection and cyber security goals. He is admitted to practice law in the State of California.

Jack Molodanof is an attorney and registered lobbyist who has been specializing in automotive legislation, administrative and regulatory law and has provided legal compliance training to the automotive repair industry for the last 30 years. He is considered an expert in California for the automotive repair industry and represents several statewide automotive repair associations including the California Autobody Association (CAA) and the Automotive Service Councils of California (ASCCA). His family owned and operated a small mechanical/collision repair shop for many years in San Jose, California. Molodanof serves on the Bureau Automotive Repair (BAR) Advisory Group, which provides input on BAR programs. Mr. Molodanof graduated with distinction from the University of Pacific McGeorge School of Law in 1987. Mr. Molodanof is a member of the State Bar of California. He is admitted to practice before the U.S. Court of Appeals, Ninth Circuit, the U.S. Eastern District Court of California, the California Supreme Court and the U.S. Supreme Court. Mr. Molodanof is AV rated by Martindale-Hubbell.

What is the Bureau of Automotive Repair (BAR)?
The Bureau of Automotive Repair (BAR) is the licensing and oversight agency for all California automotive repair dealers. BAR investigates violations of the Automotive Repair Act (Act), and takes disciplinary action against registrants and licensees as applicable.
In 2021, the BAR was granted greater ability to enforce violations under the Act including issuing citations and fines and disclosing their names on a public website. BAR was also allowed to create a remedial training program and a process for certifying providers of such training. An automotive repair dealer that successfully completes the remedial training will be able to prevent disclosure of the citation on the BAR website.

These courses, taught by California attorneys who are certified by the BAR, are meant to teach students about the laws and regulations of the Act to better equip them with the practical knowledge to not only fulfill this alternative requirement but also effectuate a better relationship with the BAR and the customers who they serve.
What does it mean when you are certified by the Bureau of Automotive Repair?
The Bureau of Automotive Repair’s certification is reserved for those programs that have passed a rigorous review process for quality, content, professionalism, and student engagement and BAR requirements. This also means that the BAR will accept EduTech’s certification of completion as a valid certificate to show that the identified automotive repair dealer has confidently completed the terms of their remediation plan.
Do I have to take the 8-hour Remedial Training in one sitting?
Not at all! Students are free to start and stop the training at their convenience. They can then return to the program and pick up where they left off. The Remedial Training can be taken at the student’s convenience and will always be accessible online 24/7. Remember that, depending on the violation, whether it is from the Bureau of Automotive Repair or the state Attorney General, students have a finite amount of time to complete the training course.
What is the difference between the Remedial Training and the Continuing Education product (Mitigation Learning)?
The Remedial Training program is an 8-hour course that is designed to meet the Bureau of Automotive Repair’s strict “cite and fine” and the state Attorney General’s probationary remediation efforts. Upon completion of this course, the student will be provided with a certificate of completion. BAR will accept EduTech’s certification of completion as a valid certificate to show that the identified automotive repair dealer has confidently completed the terms of their remediation plan.
The Continuing Education program is a series of courses that will train students on the Automotive Repair Act and its statutory and regulatory requirements. From the required signs in a repair facility to the specific documentation requirements in various repair services, the student will have the knowledge and tools to be able to properly perform all aspects of automotive repair. Students within the Continuing Education program will also have access to a robust Resources Library that contains a comprehensive manual, extensive repair service forms, and wizards to walk you through creating specific documents, and other training courses through ComplyAuto’s Workforce platform. I want to enroll all of my service writers and technicians into this course. Is there a discount?
Of course! Our pricing is based on a repair facility’s registration number, which means that if you have 1 or 10 writers or technicians you would like to enroll at a repair facility, you can do so for the price of one registration number. Any organization that has multiple repair facilities (i.e. multiple registration numbers) will have to pay for multiple licenses.
You state that the Continuing Education will be a “mitigating factor.” What exactly does that mean?
When reviewing a repair facility’s violations and determining the level of discipline, the Bureau of Automotive Repair will take into account any formal complaints levied against the facility as well as something called “factors in aggravation and in mitigation.”
BAR specifically identifies the following as factors of mitigation:

• Evidence of voluntary participation in retraining for self or employees;
• Evidence that the violation was not part of a pattern or practice;
• Evidence of retraining and has initiated steps to minimize recurrence;
• Evidence of substantial measures to correct business practices and/or operations so as to minimize the likelihood of recurrence of the violation; and
• Evidence of any other conduct which would constitute a factor in mitigation.
Cite and Fine: Sec. 3394.51(b)(3) and (6)
• In determining whether to issue a citation, and the amount of a fine issued the Bureau shall consider the following factors, as applicable:
(3) The good or bad faith of the registrant, including any training regarding the subject matter of the violation prior to the issuance of a citation
(6) Whether the violation was willful or an inadvertent error
