Dealerships with 100 or more employees must file their 2024 EEO-1 Component 1 Report with the Equal Employment Opportunity Commission (EEOC) TODAY, Tuesday, June 24, 2025.
The EEO-1 Report collects aggregated workforce data—broken down by race, ethnicity, sex, and job category—and is used by the EEOC to support enforcement of federal equal employment opportunity laws. This is a federal requirement and applies regardless of your state’s individual labor laws. Penalties for non-compliance may include enforcement actions or audits.

- Private employers (including auto dealerships) with 100 or more employees
- Federal contractors with 50 or more employees and a federal contract of $50,000 or more
How to Determine if You Must File the EEO-1 Report
The EEOC has very specific rules for determining whether a private employer such as a dealership must file the EEO‑1 Component 1 Report. Here is the current federal guidance:
- A dealer must file the EEO-1 Component 1 Report if they had 100 or more employees on payroll during any single pay period (the “snapshot period”) between October 1 and December 31, 2024. This includes both full-time and part-time employees. Full-time or part-time employees on paid or unpaid leave or furlough must also be counted. Do not include employees hired through third-party staffing agencies.
- Dealers with multiple locations may be required to aggregate employees. Dealers should combine headcount across all establishments or subsidiaries that are under the same ownership or management umbrella. Even if a single location has fewer than 100, the enterprise-wide total matters.
